11、ryones life”.Food safety concernspeoples health and life safety.The year 2022 is the year to further advance the14th Five-Year Plan.This year,under the leadership of the CPC ShanghaiMunicipal Committee and the Shanghai Municipal Peoples Government,andwith the support of the Shanghai Municipal People

12、s Congress and the CPPCCShanghai Municipal Committee,Shanghai earnestly implemented the strategicplans of Implementing Food Safety Strategies to Make Sure People Can Eat atEase raised at the 19th CPC National Congress and Strengthening Food and DrugSafety Supervision at the 20th CPC National Congres

13、s,as well as the importantinstructions of General Secretary Xi Jinping on food safety.“Four StrictestRequirements”for food safety and the requirements of Preventing the Epidemic,Stabilizing the Economy and Achieving Safe Development were implemented toenhance its sense of responsibility,urgency,and

14、mission and to coordinateepidemic prevention and control and food safety work.Opinions of the CPCCentralCommitteeandtheStateCouncilonDeepeningReformandStrengtheningFoodSafety(“Opinions”)andthePlanofShanghaionImplementing the Opinions,were also implemented to continuously promote themodernization of

15、the food safety governance system and its governance capacityand firmly hold the line of food safety,ensuring food safety.Part 1 OverviewIn 2022,all districts and departments in Shanghai completed the followingtasks:(a)Had people eat with peace of mind with both CPC committees andgovernments are hel

16、d accountable and the main responsibilities of enterprises,theresponsibilitiesofterritorialmanagementanddepartmentalsupervisionstrengthened;(b)Madefoodsafetysupervisionmoreeffectivewithaproblem-oriented approach and strengthened risk management and legal,whole-process and scientific supervision;(c)S

17、trengthened system constructionand improved aquatic product quality and safety supervision,food safety riskclassification and credit classification,food service food safety supervisionquantitative classification system and other systems;(d)Held line of food safetywith strengthened the epidemic preve

18、ntion and control of imported cold chainfoods and improved the closed-loop control system of“Three Points and OneWarehouse”of imported cold chain foods;(e)Expanded the application of digitaltransformation in food safety with innovative governance and deeper integration2of food safety grid management

19、 into the citys operation of“Single Platform forUrban Management”;(f)Pudong New Area,Xuhui District,and Minhang Districtwere named the“National Food Safety Demonstration Cities”by the Food SafetyCommission of the State Council.Hongkou District,Songjiang District,JinganDistrict,and Qingpu District ha

20、ve applied for a new round of national acceptance;and(g)Had the first and second batches of the“National Agricultural ProductQuality Safety Counties(Pudong NewArea,Jinshan District,Chongming District,and Jiading District)”to do a solid job of following-up.In 2022,99.6%of the monitored food samples p

21、assed the food safetyinspections,decreasing by 0.1%year-on-year,while the citizens knowledge onfood safety attained a mark of 90.6,increasing 3.3 points,and their food safetysatisfaction rate reached 90.0 points,which increased 1.1 points.The city reportedno collective food poisoning case and no maj

22、or food safety incident occurred.Theoverall food safety situation was orderly and controllable,and turned for thebetter amid stability.See attached table for the main indicators for the carrying out of the Plan ofShanghai Municipal Peoples Government for Implementing the Opinions of theCPC Central C

23、ommittee and the State Council on Deepening the Reform ofStrengthening Food Safety.Part 2 Supervision on Food Production and Operation2.1 Food Production and Operation EntitiesAs of the end of 2022,there were a total of 310,041 valid licenses for foodproduction,food operation,special foods,food addi

24、tives,food-related products,and frontier port hygiene in the city,a decrease of 7.8%compared to the previousyear.Among them,there were 1,380 licenses for food production(excludingspecial food production and food additive production),178,609 licenses for foodoperation with the main business being foo

25、d sales,128,731 licenses for foodoperation with the main business being catering services or unit canteens,40licenses for special food production,127 licenses for food additive production,546 licenses for food-related product production(521 companies),and 608hygiene licenses for frontier port(see Ta

26、ble 1 and Figure 1).The licenses for foodproduction,food sales,catering services,special food production,food additiveproduction,food-related product production,and frontier port hygiene increasedby-0.4%,-12.4%,-0.7%,-2.4%,-3.1%,1.9%,and-19.8%respectively comparedto the previous year.In addition,the

27、re were 6 enterprises that obtained licensesfor food processing small workshops,36,370 food sales operators(includingspecial foods)who only filed records for selling pre-packaged foods,and 3,916small catering service providers who implemented temporary filing measures,adecrease of 23.1%compared to t

30、he city issued a total of 98 new Food Production Licenses,renewed115 licenses,changed 417 licenses,and cancelled 113 licenses.As of the end of2022,there were a total of 1380 food production companies(excluding specialfood and food additive production companies)in the city that obtained 1380licenses.

31、127 food additive production companies obtained 127 licenses(seeFigure 2).In addition,there were 6 companies in the city that obtained foodprocessing small workshop production permits,mainly distributed in Minhang,Jinshan,Fengxian,Chongming,and their products mainly included Chongmingcake,Maqiao dri

33、on Licenses(for food sales),renewed 7,139 licenses,changed 6,095 licenses,and canceled 19,422 licenses.As of the end of 2022,there were a total of 214,979 food sales entities in the city,of which 178,609 heldvalid food business licenses.The breakdown of these licenses by type ofoperation is shown in

35、7395020797032068232.1.2.2 License for Catering Service Units and Temporary Record of SmallCatering Service Providers:In 2022,the city issued a total of 24,203 new FoodOperation Licenses(for catering service or canteens),renewed 8,779 licenses,ch

36、anged 7,278 licenses,and cancelled 11,563 licenses.As of the end of 2022,there were a total of 128,731 catering service units in the city,including 94,157public catering units 136 extra-large restaurants,2,966 large restaurants,14,177medium restaurants,and 12,130 other establishments(including bever

37、age shops),16,525 canteens,305 collective meal delivery units,149 central kitchens,16,810food-selling establishments with on-site kitchens and 785 other catering units(seeFigure 3 and Figure 4).In addition,there were 3,916 small catering serviceproviders that implemented temporary records.5Figure 3

39、rpose formula foods,and infantformula foods.These types of food are under strict supervision and managementby the state.2.1.3.1 Special Food Production License:In 2022,the city issued one newFood Production License for special food,renewed 7 licenses,changed 50licenses,and cancelled 2 licenses.There

40、 were a total of 40 special foodproduction companies in the city,including 36 health food production companies6and 4 infant formula milk powder production companies.Each of the citys fourinfant formula milk powder production companies had three series and nineproduct formulas.The city completed the

41、record-filing of 41 domestic healthfoods in 2022.The 36 health food production companies in the city had a total of533 health food products(including compound nutrients and raw materialextracts).2.1.3.2 Special Food Operation License:There were a total of 35,316 specialfood operation entities in the

42、 city,including 33,232 for health food,8,474 forinfant formula food,and 2,412 for special medical-purpose formula food.Someof the business entities operate two or more types of special food(see Table 3).There were also 9,389 special food sales operators that only sold pre-packagedfoods and have file

45、duction EntitiesIn 2022,the city issued 44 new Industrial Product Production Licenses forfood-related products,renewed 40 licenses,changed 43 licenses,and cancelled 44licenses.As of the end of 2022,there were a total of 521 food-related productproduction entities in the city that obtained 546 licens

50、32421054282.1.6 Livestock Slaughter Enterprises LicensingThere were a total of five designated pig slaughterhouses in the city(locatedin four districts of Fengxian,Songjiang,Jiading,and Chongming)and two cattleand sheep slaughterhouses(located in two districts of Baoshan and Fengxian).In2022,the num

51、ber of pig slaughters increased,with a total of 376,946 pigs and5,414 sheep being slaughtered throughout the year.2.1.7 Food Safety Enterprise Standard FilingIn 2022,a total of 129 food safety enterprise standards were filed in the city,with 51 companies applying for standard filing(see Figure 5).Af

52、ter theadjustment of the scope of enterprise standard filing in accordance with theShanghai Food Safety Regulations in 2017,the number of enterprise standardfilings that exceed the national or local food safety standard has been on adownward trend.Figure 5 Record-filing for Food Safety Enterprise St

53、andards in Shanghai between 2018-20222.2 Differentiated SupervisionIn order to urge enterprises to implement their responsibilities for food safety,the citys food safety regulators strengthened credit-based supervision on foodproduction and operation entities and continued to implement differentiate

54、dadministration.2.2.1 Food Production EntitiesIn 2022,the Shanghai Food Production Enterprise Food Safety Risk Gradingand Credit Classification Management Measures was revised,implementingcredit grading supervision on 1,411 food production companies(including foodadditives,excluding special food pro

55、duction and food processing workshops)outof a total of 1,507 food production companies in the city.Among them,theproportion of A-level(creditworthy)companies was 18.5%,B-level(basicallycreditworthy)was 55.0%,C-level(credit defects)was 22.7%,and D-level(dishonesty)was 3.8%(see Table 7).9Table 7 Diffe

58、ies2.2.2.1 Food Sales Operators:In accordance with the Guiding Opinion onFood Operation Differentiated Administration Based on Risks issued by the StateAdministration for Market Regulation,a differentiated administration based ontheir food safety risks has been implemented on 191,938 food sales oper

75、ly established enterprises are not rated.2.3 Food Industry and Food SupplyAccording to the annual output value of food production enterprises,thosewith an annual output value of over 20 million yuan are considered large-scalefood production enterprises.In 2022,425 large-scale food industry enterpris

76、es inthe city achieved a current price output value of 113.424 billion yuan,a decreaseof 5.49%year-on-year;the main business income was 139.869 billion yuan,adecrease of 4.16%year-on-year;and the total profit was 8.604 billion yuan,adecrease of 32.18%year-on-year(see Figure 6).Figure 6 Total Current

77、 Output Value of Large-scale Food Industry Enterprisesin Shanghai 2018-2022In 2022,the total consumption of edible agricultural products in Shanghaiwas more than 20 million tons,with about 80%of the supply from otherprovinces and cities.There are 17 major wholesale markets for edible agriculturalpro

80、atives in the city,with an annualsupply of 2.5294 million tons of local vegetables;136 large-scale pig farms withan annual output of 900,000 pigs;and 881 aquatic product breeding bases with anannual supply of 83,400 tons(see Table 15).In the field of local edibleagricultural products,there are 11 ce

86、iscover,control or eliminate food safety hazards and provide clues forcracking down on violations of food safety laws and crimes.In 2022,a total of137,359 food samples of various types were collected and inspected in the city,including 3,800 samples from the Ministry of Agriculture and Rural Affairs

87、,108,448 samples from the market supervision department,and 25,111 samplesfrom the customs,with a passing rate of 98.63%,and a detection rate of problemof 1.37%,which increased by 0.07 percentage points compared with last year(see Figure 7).A total of 1,103,050 rapid tests were conducted,with 3,990p

92、s,and nonconforming pesticides andveterinary drugs were mainly found in vegetables and aquatic products incirculation.2.4.2 From the perspective of the sampling situation in the foodproduction and processing links,the overall qualification rate of foodproduction in this city remains relatively high.

97、rom the perspective of the sampling situation of food-relatedproducts,the main varieties and indicators of non-compliant food-relatedproducts include:first,some safety indicators of certain types of products arenon-compliant,such as the cadmium migration amount of enamelware used forfood contact;sec

98、ond,some product performance indicators are non-compliant,such as the load-bearing capacity of disposable plastic tableware;third,the labeland identification information do not meet the standard requirements,such asmelamine tableware and enamelware used for food contact.2.4.6 From the perspective of

99、 import food inspection and quarantine,thereasons for non-compliance of imported food mainly include:first,sensory orlabeling noncompliance,such as spoiled goods,no Chinese labels,labelinginconsistent with standards,and expired products.Second,it contains unapprovedingredients,such as meat ingredien

100、ts that have not been approved,or cannotprovide overseas official certificates or necessary proof materials.Third,thegoods and documents are inconsistent,that is,the accompanying documents areinconsistent with the actual situation of the goods,and there are situations such ascargo concealment.Fourth

101、,laboratory testing shows that animal diseases,microorganisms,and other safety or quality items are non-compliant.2.5Acceptance and Handling of Complaints and ReportsIn 2022,the 12315 system of market supervision received a total of254,843 complaints and reports related to food,among which 69,356 we

280、the making and sale of fake and inferior food productsstill existed.For example,fake brand flavorings and alcoholic drinks were madeand sold;meat without inspection and quarantine was sold.Second,the trend ofinter-provincial crime became more and more obvious.With the rapid development41of industrie

281、s including the Internet,communication and logistics,criminal cases infood safety took place in a faster and more concealed fashion.To escape frombeing caught,criminal gangs separated the links of“production,transportation,storage and sale”,carrying out the production and storage activities in other

282、provinces(cities).Shanghai was mainly for the inflow and consumption of fakeand bad food.Third,the Internet-related crime mode was highlighted.The numberof cases of selling food with problems through online platforms and deliverychannels increased.Compared with the traditional bricks-and-mortar sale

283、s model,online sales have no site cost,faster sales speed and wider influence,which haveincreased the difficulty of daily inspection and crackdown.In response to the new situation of food safety crimes,Shanghai continued toexplore and deal with new types of cases.Shanghai detected the first case ofc

284、ounterfeiting the trademark of“green food”certificate of the Ministry ofAgriculture and Rural Affairs in China,and arrested 25 suspects;The first case ofusing fake“gold and silver foil powder”to produce and sell food that did not meetsafety standards was investigated in the whole process.4.4 Collabo

306、f salmonella in prepared meat products.5.2 Situational Analysis of Food Safety Evaluation Sampling5.2.1 Overall situationIn 2022,the Shanghai Market Supervision Bureau organized and conductedan evaluation sampling of various types of food in this city,setting up 1,200fixed monitoring sampling points

307、 and several temporary sampling points acrossall 16 districts of the city(see Figure 12),with a total of 13,843 items of 31categories of food sampled(including edible agricultural products,grainprocessed products,condiments,etc.,see Figure 13)involving more than130,000 indicators.Through evaluation

320、tionThe Shanghai Municipal Health Commission and the citys diseaseprevention and control department continue to improve the citys foodbornedisease monitoring system.In 2022,the reporting of foodborne diseases wasextended to cover all medical institutions in the city(including privately-runmedical in

321、stitutions)that carry out diagnosis and treatment of foodborneillnesses,with the dynamic adjustment of foodborne monitoring sentinelhospitals.A total of 2,195 cases of foodborne diseases were reported.Incollaboration with relevant departments such as the Shanghai MunicipalEducationCommission,monitor

322、ingwasalsocarriedoutforstudentdiarrhea-related absenteeism in schools and the sale of anti-diarrheal drugs inpharmacies,expanding coverage of monitoring of Shanghai-specific foodbornedisease cases and improving the overall monitoring system integrating outbreakmonitoring,case monitoring,and tracebac

323、k investigation(see Table 29).Inaddition,pathogenic microbiological monitoring of foodborne diseases was48conducted in 46 sentinel hospitals,collecting a total of 638 biological samples.The top five viruses or pathogens detected were diarrheagenic E.coli,norovirus,Campylobacter,Vibrio parahaemolytic
