2、nowthe Annual Review,which details theundertakings of the Organization over this period.2021/22 was without a doubt a year of challenges.Although global restrictions began to easefollowing the approval and roll-out of the long-awaited Covid-19 vaccine,coffee plantationssuffered as a result of devast

3、ating hurricanes,floods,frosts and droughts,price volatilityincreased,and conflicts and speculations droveup input costs and scarcity.I do hope that youand your families are safe and well and I wouldlike to express my heartfelt condolences to allthose around the world,and to the coffeecommunity in p

4、articular,who have suffered as aresult of these turbulent times.Despite the many difficulties encountered,I ampleased to say that the sector has emergedstrong.The future looks bright,as consumption isup and significant growth has been observed inemerging markets.This is without question dueto the de

5、termination of participants all along thecoffee global value chain,from bean to cup,whose hard work I would like to recognize andcelebrate on the occasion of the publication ofthis Annual Review.In addition to challenges,2021/22 was a year ofchange and a year of firsts.In January 2022,theICO launche

6、d the World Coffee StatisticsDatabase,a unique one-stop shop for all coffee-related data.We also welcomed the first femaleExecutive Director,Mrs Vanusia Nogueira,whoseefforts to modernize the Organization andengage with coffee stakeholders anddevelopment partners can already be seen andare to be com

7、mended.Historically,we approved the International CoffeeAgreement 2022,a summary of which isprovided herein.Such an achievement would nothave been possible without the constantcommitment of all delegates who patiently andactively attended the meetings of the WorkingGroup on the Future of the Agreeme

8、nt and all theconsultations of the Drafting Group.My sincerethanks to you all for your participation.During my tenure I was fortunate to chair fourCouncil Sessions,including one in person in Bogot,Colombia,during which the ICA 2022 was openedfor signature under Resolution 476.I am sure youwill agree

9、 that it was a pleasure to be together againand a fitting reminder that collectively we arestronger public and private sector,exporting andimporting countries,development partners andconsumers.Only through effective collaborationand cooperation can we address the challengesthat lie ahead and capital

27、data,analysis and information to theindustry and policy-makersSTRATEGICGOAL IEMPOWERING THROUGHKNOWLEDGETHE COFFEE MARKET Coffee year 2021/22 was a year of recovery.As the global populationemerged from Covid-19 confinements,the world economyrebounded from a 3.0%contraction in 2020 to an almostunprec

28、edented 6.0%expansion in 2021.Global coffee consumption isestimated to have increased to 170.3 million 60-kg bags from 164.9million bags in coffee year 2020/21,up 3.3%.Meanwhile,supply isthought to have dipped by 2.1%to 167.2 million bags from 170.7million bags.The ICO Composite Indicator Price(I-CI

29、P)respondedpositively to the strengthened economy,rising to 197.91 US cents/lbfor coffee year 2021/22 as compared with 130.45 US cents/lb in coffeeyear 2020/21.7PRODUCTION The estimated total production in coffee year 2021/22 was 167.2million bags,a 2.1%decrease as compared to 170.83 million bags th

30、eprevious coffee year.Arabica production was approximately 93.97million bags versus 73.2 million bags for Robusta.Production in Asia&Oceania was around 51.4 million bags,up 7.1%.However,SouthAmericas production was determined to be down by 7.6%to 77.5million bags.Mexico&Central Americas production s

31、hrunk byroughly 3.5%to 19.0 million bags and Africas production was seen tohave declined by 0.3 percentage points to 19.27 million bags forcoffee year 2021/22.CONSUMPTIONWorld coffee consumption was in the region of 170.3 million bags in2021/22,an increase of 3.3%.The US and Canadas coffeeconsumptio

32、n grew by 5.4%to 31.9 million bags in coffee year 2021/22,while Europes consumption was around 54.2 million bags.Asia&Oceanias consumption rose to approximately 40.8 million bags from39.66 million bags in coffee year 2020/21.The growth rates of coffeeconsumption in Mexico&Central America and South A

33、merica wereestimated at 0.3%and 0.5%,with bags of coffee consumed being 5.4million and 26.72 million,respectively.Consumption in Africa wasestimated at 11.7 million bags for the 2021/22 coffee year.8INTERNATIONAL TRADE Global green bean exports were down 0.4%in coffee year 2021/22,totalling 128.97 m

34、illion bagsfrom 129.52 million bags in coffee year 2020/21.Brazil remained the worlds largest exporter,with38.12 million bags,accounting for 29.6%of the total exports.Vietnam came second with 28.19million bags,representing 21.9%of the total coffee exports in coffee year 2021/22.In terms ofregions,So

35、uth America was still the largest exporter of coffee,shipping 55.31 million bags in coffeeyear 2021/22.i.e.42.9%of the worlds total.Asia&Oceania was the second biggest with 53.85 millionbags,a 34.0%share of the market.Central America&Mexico exported 16.07 million bags and helda 12.5%share of the tot

36、al exports,while Africa shipped 13.74 million bags,10.7%of the market.TRACKING PROGRESS Price volatility and value distribution;Resilience and prosperity for coffee farmers;Climate change;and Changing the regulatory framework.The ICO continued to implement its Five-Year Action Plan(2017-2022)and Res

38、s of Origin following a request from Brazil.New SOP for handling significant discrepancies between ICO data and country data.February 2022 Statistics Roundtable to review global supply,demand and trade data for coffeeyears 2016/17 and 2017/18.May 2022 Statistics Roundtable to discuss the same data s

39、et for coffee year 2018/19.April,June and August 2022 Bilateral meetings with certain Member countries to achieve abetter working relationship,deepen their understanding of statistics and improve compliancewith the Rules on Statistics.October 2022 Compliance indicators for the provision of statistic

43、youth engagement in agriculture and the C-GVC;andDiscussing key entry points for pragmatic investments and supportive policies to fostermeaningful youth engagement.The Coffee Development Report 2021On 11 November 2022,the ICO published the Coffee Development Report(CDR)2021:“The futureof coffee:Inve

44、sting in youth for a resilient and sustainable coffee sector”.It reviews over 100 bestpractices for engaging and integrating youth in the C-GVC,from production to consumption,andalso provides key policy recommendations for the public and private sectors,as well as civilsociety and development partne

45、rs.The Report seeks to define the role that youths will play inguaranteeing the future of the coffee industry by:Research for the CDR 2021 was mainly conducted over the course of 2021 and completed in early2022,before being officially finalized and published in November 2022.1 The Report wassupporte

46、d by BMZ,through GIZ,and developed by the ICO with significant contributions andwork by researchers from MSU.1 The CDR 20121 was officially presented on 6 December 2022 within a webinar that included the participation of young coffeeentrepreneurs and coffee stakeholders that played a key role in the

47、 research carried out by the Organization.10STUDIES Since the ICO is committed to keeping Members informed about food safety issues,theSecretariat published a report updating information on the Maximum Residue Limits(MRLs)ofpesticides applicable to coffee(document ICC-134-2 Rev.1).The Secretariat pr

48、esented a report containing information on the measures taken in Membercountries to comply with the provision of Article 27 of the International Coffee Agreement 2007,prohibiting the sale and advertisement of products under the name of coffee if such productscontain less than the equivalent of 95%gr

50、haired online by H.E.Ivn Romero Martinez of Honduras,the 131stSession of the Council was convened to appoint the new ExecutiveDirector of the ICO.The two candidates for the post were Ms VanusiaMaria Carneiro Nogueira of Brazil and Mr Tran Kim Long of Vietnam.Members unanimously appointed the candida

51、te from Brazil,the firstwoman in history to lead the Organization,and congratulated thecandidate from Vietnam for his outstanding experience and knowledge.All decisions made by the Council are contained in document ICC-131-4.132nd Session(31 March and 1 April 2022)The second Council Session of coffe

52、e year 2021/22 was held online.Itintroduced the draft International Coffee Agreement 2022 andappointed Mr Massimiliano Fabian,of the EU-Italy,as Vice-Chair of theCouncil,and Mr Zoltan Agai,of the EU-Commission,as Chair of theFinance and Administration Committee.The meeting was chaired byH.E.Ivn Rome

53、ro Martnez of Honduras and was also the last session ofthe Council for Mr Jos Sette as Executive Director.Decisions can befound in document ICC 132-8.13133rd Special Session(8 and 9 June 2022)The ICC met virtually to approve the International Coffee Agreement(ICA)2022.The Session was attended by ICO

54、 Members and ContractingParties of the ICA 2007.Non-member governments were invited by theExecutive Director and the Chair of the Council for coffee year 2021/22,H.E.Ivn Romero Martnez of Honduras.The Council approved the text ofthe new Agreement,designated the Organization as Depositary of theICA 2

55、022 and agreed on the deadlines for signature,ratification,acceptance and approval.Decisions can be found in document ICC 133-6.134th Session(6 and 7 October 2022)The final Council session of coffee year 2021/22 took place in Bogot,Colombia,after the end of the coffee year.The first in-person Sessio

56、nsince the onset of the Covid-19 pandemic,it was marked by the openingfor signature of the ICA 2022.Among other items,the Council agreed on1016 July 2023 as the dates for the 5th World Coffee Conference to beheld in Bengaluru,India,discussed coffee regulations and appointed MrMassimiliano Fabian as

57、Chair and Dr Enselme Gouthon as Vice-Chair forcoffee year 2022/23.A tribute was also paid to outgoing Chair,H.E.IvnRomero Martnez of Honduras,in recognition of his contribution to theICOs work and the sustainability of the global coffee sector.Decisionscan be found in document ICC-134-11 Rev.1.4INTE

58、RNATIONAL COFFEE COUNCIL SESSIONSMEETINGS OF THE WGFA,DRAFTING GROUP ANDBILATERAL MEETINGS WITH ICO MEMBERS TOREVIEW THE ICA+20INTERNATIONAL COFFEE AGREEMENT 2022Working Group on the Future of the Agreement(WGFA)Throughout coffee year 2021/22 the ICO Members WGFA workedextensively to finalize the te

59、xt of the ICA 2022.Under the Chair,MsStefanie Kung of Switzerland,and Vice-Chair,Mr Mick Wheeler ofPapua New Guinea,the WGFA met 11 times and was dissolved by theCouncil following the successful completion of its mandate.The Chairand Vice-Chair of the WGFA,together with the Secretariat,heldseveral m

60、eetings of the Drafting Group,as well as bilateral meetingswith ICO Members to address concerns and facilitate the consensuson the text of the ICA 2022.ICA 2022The ICA 2022 was approved on 9 June 2022 at the 133rd SpecialSession of the ICC chaired by H.E.Ivan Romero-Martinez of Honduras.It is the se

61、venth of its kind since the first International CoffeeAgreement defined coffee export quotas at the United Nations inNew York in 1962.The new Agreement reaffirms the ICO as the onlyforum for discussions on coffee-related issues,engaging exportingand importing governments,as well as the private secto

62、r and civilsociety to reflect the reality of the C-GVC.Introducing keyimprovements to streamline the ICOs institutional and financialframeworks,it also focuses on the sustainability of the coffee sector,the resilience and livelihood of coffee farmers and their right to aliving and prosperous income.

63、The ICA 2022 introduces the concept of Affiliation to ensure that theprivate sector and civil society have a voice in the strategy andinnovations of the Agreement and the ICO through the Board ofAffiliate Members.It also transforms the unique mechanisms nowknown as Coffee Public-Private Task Force(C

64、PPTF)into a permanentworking party.While its intergovernmental nature remainsunchanged,the Agreements new mandate integrates private sectorand civil society participation,enabling coffee public and privatedecision-makers,stakeholders,and farmers to align their views anddecide on joint actions to ach

65、ieve a more sustainable and prosperoussector.14A new system for the calculation of votes and contributions willprovide the Organization with increased financial sustainability aswell as a fairer distribution of financial obligations among ICOMembers.As per the consensus reached within the Council,co

66、ntributions to the ICO Administrative Budget will no longer beproportional to votes.Rather,they will be based on total trade toconsider both value of trade and value distributions in the C-GVC,overcoming the 50:50 balance of contributions by Exporting andImporting Members.The new approved system als

67、o affects votes,with a different variable that takes into account 50%value of totaltrade and 50%volume of total trade,but keeps the power balanceshared equally between Importing and Exporting Members.Lastly,the ICA 2022 streamlines the governance structure of theOrganization with the creation of the

68、 Economics Committee(EC).TheEC merges the existing technical Committees under the 2007Agreement(Statistics,Promotion and Market Development,Projects,and the Consultative Forum on Coffee Sector Finance)into one body,making its work more effective and optimizing the resourcesavailable.The new ICA give

69、s a clear and firm mandate to the ICOSecretariat to assist Members with the development and financing ofcoffee sector development projects and mobilizing resources in areassuch as a living and prosperous income for farmers,climate changeadaptation,and pest and disease control,among others.The ICA 20

70、22 will remain open for signature until 30 April 2023and for ratification,acceptance and approval until 31 July 2023.15164TH CGLF 5 OCTOBER 2022 Endorsing the implementation of the 2020-2030 Roadmap;Delegating the necessary capacity to actively support Task Forceactivities;Working with the ICO to co

71、ntribute towards securing the necessaryresources;and Engaging with international finance institutions and developmentpartners.The ICO and CPPTF convened Members,other stakeholders anddevelopment partners to attend the 4th CEO&Global Leaders Forum,powered by IDH-The Sustainable Trade Initiative.The s

72、uccessful outcome of the 4th Forum was the publication of aCommuniqu expressing the commitment of companies andorganizations within the coffee industry,as well as ICO Members,to thefollowing:Task Force members and the ICC agreed to reconvene the CEO&GlobalLeaders Forum next year.4th CEO and Global L

73、eaders Forum of the ICO Coffee Public-Private TaskForce17CPPTF Sherpas meetings:Three meetings took placevirtually,and the first ever in-person Sherpas meeting washeld on 4 October in Bogot,Colombia.The latter providedan opportunity to exchange views on the work undertakenand to meet facilitator org

74、anizations of the TechnicalWorkstreams,also present at the meeting.CPPTF open sessions:Four sessions were held to updatemembers on the latest Task Force developments and obtainfurther inputs for ongoing work.One session focusedexclusively on living and prosperous incomes.Juan Esteban Orduz,President

75、 of the Colombian CoffeeFederation Inc.and Chair of the World Coffee Producers Forum,opened the forum,emphasizing the need to safeguard theglobal coffee industry and create sustainable living conditions forfuture generations.Andrea Illy,President of the Board of Illycaff,and David Rennie,Deputy Exec

76、utive Vice President and Head ofthe Nestl Coffee Brands,also gave speeches,highlighting thecollaborative action of the ICO Task Force as a key driver ofpositive change in the sector.ICO Executive Director Vansia Nogueira welcomed theadoption of the joint Communiqu“as a sign of coffee actorscontinuou

77、s commitment to position the global coffee sector atthe forefront of sustainability initiatives that transcend into otherindustries”.She stressed the importance of developing thesustainability model of tomorrow to specifically incorporateproducers local realities,deal with the complex scenario ofsus

84、bank(AFREXIMBANK),a regional African trade development financialinstitution.The Secretariat is also aiding the Inter-African Coffee Organization with a study entitled“Rapid appraisal of the financing landscape for the coffee sector in Africa”.The study wasrequested by the AFREXIMBANK to identify bus

85、iness opportunities in the African coffee sectorfollowing the submission of the ACF proposal.The Secretariat assisted in the preparation of the terms of reference for a study on“Building aresilient coffee value chain to mitigate climatic disasters and the Covid-19 pandemic in Hondurasand Nicaragua”.
