8、E FIFA PRESIDENTEXECUTIVE SUMMARY|00|04The FIFA Professional Football Report 2023 provides further insight into club football across FIFAs 211 member associations(MAs).A new approach was adopted for this years analysis,as the report shines a spotlight on each individual country and provides various

9、comparative statistics both at global and confederation level.This edition of the report covers only mens club football and is divided into four main sections:players,clubs,competitions(with a specific focus on each countrys top-tier competition)and transfers.With a dedicated page for each of the 21

10、1 FIFA Member Associations,the report highlights their unique characteristics,providing a vivid portrayal of the diverse situations across the football world.Additionally,the revamped structure includes global and confederation-level statistics.Encompassing competition formats,regulations,stakeholde

11、rs,top-tier domestic competitions,labor relations,and transfers,the report serves as a valuable resource.It enables Member Associations to benchmark and share insights,acknowledging the significance of regional differences and local contexts.We extend our sincere gratitude to all Member Associations

12、 for their contributions that have shaped this report.Their valuable insights have been instrumental in its development.According to the information provided by MAs,there are 128,694 professional players around the world.Mexico leads the way in this regard,followed by Spain,England,Scotland and Trki

13、ye.However,it is also worth noting that many nations may still consider football to be completely amateur,as 71 countries did not report having any professional players.In terms of player nationalities,MAs reported that more than three quarters of top-tier players in their countries are homegrown,wi

14、th the exception of UEFA,which is the only confederation whose percentage of foreign players(35%)is above the global average.PLAYERS AND CLUBSThe report also analyses labour relations in club football.Despite being an extremely common feature in CONMEBOL(all MAs)and UEFA(85%of MAs),player associatio

15、ns are present in only half of all MAs.Collective bargaining agreements are even rarer;less than 20%of countries reported the existence of such agreements to regulate relationships between clubs and their players.The situation is similar when it comes to certain contractual aspects.Nearly a third of

16、 countries do not have standard contracts in place,while less than half(41%)have regulations establishing a minimum salary for players.The information collected on club licensing confirms that its full implementation at global level is progressing at a promising pace,as 88%of countries have some for

17、m of regulations in place.According to the information gathered for the report,there are currently 3,986 professional clubs in 135 countries,with Mexico(244)top of the ranking ahead of Trkiye and Argentina.More than a third of MAs reported that they have no registered professional clubs,and only 11%

18、have more than three professional leagues.CONMEBOL is the only confederation in which all MAs are home to at least one professional club,while the OFC represents the other end of the spectrum,with professional clubs in only two of its MAs.Regarding the legal form of top-tier clubs,46%are association

19、s while the same percentage are private entities.In nearly two thirds of MAs(59%),the organiser of the top-tier competition is the association itself as opposed to a separate league or entity.From a commercial perspective,55%of top-tier competitions are supported by a title sponsor,with telecommunic

20、ations,betting and financial services being the most represented industries.With regard to broadcasting rights,collective negotiation is by far the most common option;the rights to televise matches are sold individually by clubs in just ten countries,including in Brazil,Egypt,Mexico and Portugal.In

21、terms of competition format,the report provides a detailed analysis at country level.Almost half of competitions are structured around the traditional home-and-away format,while promotion and relegation mechanisms are implemented in all but 33 countries.TOP-TIER COMPETITIONSWith regard to sporting r

22、egulations,most countries have measures in place that limit squad size and composition,while CONMEBOL is the only confederation in which all its MAs have regulations restricting the number of foreign players a club may register.On the contrary,regulations aimed specifically at nurturing homegrown ta

23、lent are much rarer and are present in only 27%of countries.Benefiting from FIFA Transfer Matching System(TMS)data,the last section of the report focuses on international transfer activity in 2022(the latest data available at the time of completing this report,showed in the FIFA Global Transfer Repo

24、rt 2022).On average,transfer windows covered slightly more than a quarter of a year(98 days).2022 saw the highest-ever increase in the number of transfers,a plus of 11.6%compared to 2021,and it was also the first year in the history of TMS in which more than 20,000 international transfers of male pr

25、ofessional players were recorded.With respect to transfer volumes,55 countries had no incoming international transfers,while 30 countries had no outgoing transfers to foreign destinations.Meanwhile,only 42 MAs 69%of which were in UEFA recorded more than 150 incoming or outgoing international transfe

26、rs.The picture is even more unbalanced when it comes to the values of international transfers.Nearly two thirds of MAs(134)registered no income from player transfer activity,while 143 spent no money on international transfers.Clubs aggregate transfer spend exceeded USD 5 million in just 18%of MAs,an

27、d only 17 nations had a total outflow of more than USD 50 million,82%of which were in Europe,while Argentina,Brazil and the USA were amongst the MAs outside of UEFA that were part of that group.Building on the previous editions,the FIFA Professional Football Report 2023 provides a detailed snapshot

32、FA|00|05Professional Football ReportAll the data presented in this report was collected from the member associations(MAs)through an online questionnaire.The nine-month process,which took place between March and November 2023 and was led by Alvaro Ruiz-Ocaa,Federico Prez,Vesela Stoilova,Marcos Picall

33、 and Marc Lecat,involved cross-checking the data against secondary sources such as the official websites of the relevant competitions or MAs,specialist football websites and news articles.In some cases,data could not be obtained from official sources or from the associations themselves,which explain

34、s why some information is incomplete.For the section on players,the information provided was sometimes double-checked with the relevant MA when there were potential misrepresentations stemming from the fact that the number of professional players to include varies between different countries or regi

35、ons,depending on the national labor legislation.Nevertheless,discrepancies cannot be ruled out entirely due to factors such as the different ways in which MAs calculate these numbers.With respect to the section on clubs,the information provided was,in the same way,sometimes double-checked with the r

36、elevant MA when there were potential misrepresentations stemming from the fact that the definition of a professional club varies between different countries or regions.It is worth bearing in mind that the figures concerning professional clubs relate to all professional clubs in the country and not o

37、nly to those in the top-tier competition.The breakdown of clubs legal form,however,relates only to those competing in the top tier.As to the section on competitions,all the information refers to the 2023-2024 season.Moreover,unless otherwise stated,the visual representation of the competition format

38、 does not include exceptional cases(e.g.a leagues runner-up qualifying for a confederations club competition owing to the leagues champion also winning the domestic cup).Throughout the report,a hyphen(-)indicates that the information could not be verified directly with the member association.The dat

42、.UEFA is the confederation with the most players(68,375)while,in terms of countries,Mexico tops the list with a total of 9,464 players,representing 7%of the global total.The AFC is the confederation with the second-highest number of players,with 20,211.However,CONMEBOL,which has 11,777 registered pl

43、ayers through its MAs,has the highest average number of players per MA,with 1,177 players,closely followed by UEFA,with an average of 1,176 players per MA.The total number for CAF is not entirely accurate since some MAs have not registered players.In general terms,77%of players play in their own dom

44、estic leagues.UEFA is the confederation which,thanks to European Union law,has the largest number of foreign players in its squads.The percentage of homegrown players is similar in the cases of CONMEBOL(83%),Concacaf(82%)and the AFC(81%).In CAF and the OFC,the proportions of homegrown players are 92

45、%and 94%respectively,with both being the confederations with the highest number of homegrown players.As regards labour relations,more than two thirds(69%)of MAs have a standard contract that regulates clubs and players rights and obligations.The vast majority of MAs in UEFA(95%),the AFC(93%)and CONM

46、EBOL(90%)apply rules of this nature.In the remaining cases,such as CAF(50%),the OFC(9%)and Concacaf(34%),the percentage is considerably reduced since many MAs are still amateur,so this type of regulation still does not apply.Less than half(41%)of MAs have put in place a minimum salary requirement.On

47、ly UEFA(76%)and CONMEBOL(80%)have a majority of MAs applying a minimum salary regulation,while,in the remaining confederations,less than one third of MAs have one(17%in Concacaf;31%in the AFC;28%in CAF;and 9%in the OFC).As regards the existence of a players association,half of the 211 MAs have an en

48、tity that represents the players interests,with CONMEBOL being the only confederation in which all MAs apply this.Finally,only 19%of MAs worldwide have legislation to support collective bargaining agreements,i.e.less than one fifth of the total.UEFA is the only confederation in which over half(53%)o

49、f MAs have a collective bargaining agreement in place for players.In contrast,in the AFC only 4%of MAs have one,while in CAF this figure is just 7%and only 9%in CONMEBOL.Only three of the ten CONMEBOL MAs have a collective bargaining agreement in place.No OFC MAs have them.|00Professional football L

51、oses of preparing this report,there are 3,986 professional clubs.Considering that some MAs have not provided data,it is estimated that this number actually exceeds 4,000 clubs worldwide.Mexico leads the way with the most professional clubs(244),followed by Trkiye with 136 and Argentina with 118,all

52、from different confederations(Concacaf,UEFA and CONMEBOL respectively).UEFA is the confederation that has the most professional clubs,(1,549)and an average of 28 professional clubs per MA.Given the total number of professional players and the number of teams,the average number of players per UEFA te

53、am is 41.In the AFC(781),Concacaf(638)and CAF(567),the number of teams(both amateur and professional)per MA per confederation is similar.In the case of CONMEBOL,there are 409 professional teams and 11,777 professional players,making an average of 28 players per club.The OFC has only two MAs(New Zeal

54、and and Fiji)whose leagues are considered to be professional,which means there are only 42 professional clubs.In terms of the club licensing system,88%of MAs apply it,which is quite a promising figure when it comes to establishing minimum requirements to be able to compete.CONMEBOL is the only confe

55、deration in which 100%of MAs have a club licensing system.Taking all MAs,36%of them,i.e.more than one third,do not have professional clubs.Of those that do have professional clubs,32%(that is,almost one third)have between one and 20.This means that,on average,these are MAs where only the top tier is

56、 professional.Of the remainder,20%of MAs consist of fewer than 40 professional teams,which indicates that,on average,the first and second tiers are professional.Only 11%of MAs,including Argentina,Brazil,England,Italy,Thailand,the USA and Mexico,have three or more professional leagues.In global terms

57、,most top-tier teams(46%)continue to be structured as an association.There are some MAs,such as Argentina or Portugal,in which all clubs are associations.Furthermore,46%of clubs are held by private entities.This structure is adopted by the majority of clubs belonging to UEFA,as well as by clubs in t

58、he United States,among others.There are also some government-owned clubs(5%),a legal form that is more common in clubs that belong to the AFC or CAF.In many cases,such as the German and Spanish leagues amongst others,clubs adopt various legal structures,thus enriching the structural variety of footb

61、ations.There is no evidence that any confederation has more leagues or separate entities that organise the top tier.In terms of sporting regulations,77%of all MAs set limits on squad size and composition.It is worth noting that UEFA(64%)and CONMEBOL(60%)are below average in placing restrictions on s

62、quads,whereas most MAs do set these limits in the AFC(97%)and CAF(93%).CONMEBOL is the only confederation in which all its MAs have adopted player regulations for clubs to incorporate or include foreign players.In contrast,CONCACAF is more flexible,with only slightly over half(56%)of its MAs applyin

63、g this regulation.In terms of the application of a regulation governing how many homegrown players must play or be in the squad,just over one quarter(27%)of MAs require teams to involve homegrown players in their squads or give them playing time.UEFA is leading the way in this regard,with almost hal

64、f of its leagues(47%)imposing this system.Almost three quarters of all MAs have loan regulations.In CONMEBOL,these requirements exist in all MAs,while these have been adopted by 98%of UEFA MAs.Finally,in terms of competition formats in the top tier,the most common is the home-and away-format,which i

65、s used in almost half(47%)of competitions.Although this system predominantly applies to the main leagues worldwide,there are different formats such as the Liga Profesional de Ftbol de Argentina(Single Round Robin).On a commercial level,only slightly over half(55%)of competitions have a title sponsor

66、,with telecommunications companies being the most popular amongst MAs.In contrast,the Premier League and the Bundesliga do not have a title sponsor for their leagues.In terms of the sale of broadcasting rights,the trend(95%)is to sell them collectively.However,in some top leagues such as Brazil,Port

70、 with the longest window(113)and Suriname one of the shortest(29 days).According to the FIFA Global Transfer Report 2022,26%of MAs had not a single incoming transfer,while 14%had not one outgoing transfer.In contrast,only 20%of MAs(that is,fewer than ten in total)have witnessed more than 150 incomin

71、g and outgoing transfers.Most MAs(30%)had between 50 and 150 incoming transfers.In contrast,in terms of outgoing transfers,39%of MAs had between one and 49 in total.According to the FIFA Global Transfer Report 2022,UEFA clubs were dominant in terms of both the number and value of transfers.The total

72、 expenditure of European clubs was USD 5.88 billion.Furthermore,AFC and Concacaf clubs spent more on incoming transfers than they received from outgoing transfers.This is explained,for example,by leagues such as MLS or the Saudi Pro League,where investment has been made to boost the clubs and the le

81、hich joined the confederation in 2006.The most populated countries in the world,namely China PR and India,make up the rest of the top five,with 1,586 and 1,506 professional players respectively.In Asia,81%of players play in their own domestic leagues.Countries such as the United Arab Emirates(with 3

82、2%foreign players),Saudi Arabia(30%)and Singapore(30%)are below average due to the emphasis they have placed in recent years on expanding and developing their competitions,attracting foreign players.In contrast,IR Iran has 99%homegrown players,while this figure is 88%in Japan.When it comes to labour

83、 relations,Australia,Uzbekistan and Indonesia are the only countries with MAs that have collective bargaining agreements in place,representing just 7%of the total MAs of the confederation.Standard contracts,under which the rights and obligations of players and clubs are governed,are in place in 93%o

84、f MAs.However,AFC MAs still have work to do on regulations establishing a minimum salary(69%of MAs do not provide for this)and a player association(only 35%of MAs have one).Of the top-five AFC MAs,IR Iran has not implemented any of the four labour-related legal instruments mentioned above,while the
