5、tion2023 Asia Smart City RankingSince 2022,the divided Europe and the reshaping of global supply chains have exacerbated our concerns on geopolitical fragmentation.A continued lack of global cooperation and understanding will increase the risk of conflict or war.It is encouraged the economies to hed
6、ge geopolitical risks based on openness,cooperation,and innovation.The modern world still needs the spirits in Ages of Discoveryoriginated from Sagres(Portugal),Muscat(Arabia)and Nanjing(China)to promote the open-minded civilizations and cultural exchanges in a peaceful way.Therefore,we build a smar
7、t city evaluation system,with a regional integration orientation and multi-infrastructure synergy,to provide roadmap for smart city planning and construction in Asia.Also,There is a concern that the digital divide in less developed regions will continue to widen,as 90%of overseas readers of 2022 Asi
8、a Smart City Ranking and Asia Smart City Quarterly Review come from developed economies.Even in China,80%readers come from developed regions such as Beijing,Shanghai,Guangdong,Jiangsu,and Zhejiang.The world is transitioning from a digital society to an artificial intelligence(AI)society,and the digi
9、tal divide is becoming the artificial intelligence divide.It is expected that Asia can benefit from our works and become the powers to foster the global prosperity.Finally,we welcome feedback and communications from any cities,and strive to accurately reflect their development advantages in future.A

11、eds the strategies with higher operability to hedge the threats and underpin peace and development.In a narrow sense,smart city refers to information and communication technologies,but this is incomplete.In a broad sense,smart city refers to the integration of urban services,information technology,a
12、nd governance mechanisms.We believe that traditional,digital,and institutional infrastructure must be integrated to promote regional integration.The financial infrastructure will be considered in the future as well.In this report,based on the broad sense of smart cities,we select a set of indicators
13、 that are clearly indicative of government actions,and make the“Smart city evaluation with a regional integration orientation”guide the development strategy of Asian smart cities and promote the integration of cross-regional economic and security systems.This approach has the following advantages:(1
14、)Compared with the inter-country cooperation,the inter-city cooperation has higher feasibility and operability;(2)Collaborations among city clusters in the continental hinterlands,fringes,or islands to build an in-depth digital area larger than the geographic settings.It turns the economies attentio
15、n from geopolitics to geoeconomics.The synergized multi-infrastructure will enhance the resilience of urban clusters to decrease the threats raised by climate change,epidemic,or social unrest;(3)It promotes cross-regional people-to-people exchanges and builds cultural consensus.01Background1 Also re
16、fers to hyper-globalization.It started in 1990s and could be ended in 2020s.It reflects the deep integration of global politics,economy(including trade,finance,supply chain,and so on),and culture.Its opponents criticized that the super-globalization exacerbates the social unfair and natural environm
17、ent,as well as giving up the political and economic sovereignty of the states.Smart city evaluation with a regional integration orientation2023 Asia Smart City RankingBased on the principle of high operability,the author selected 16 indicators,including:(1)Digital Infrastructure:wired and wireless c
18、ommunication networks,blockchain,digital twins system including sensing system,computing power,data integration;the urban or industrial artificial general intelligence(AGI)will be involved in the future;(2)Traditional Infrastructure:rail transit networks,collaborative system between unmanned vehicle
19、s(drones,ships)and transportation,energy Internet,and public health networks;(3)Institutional Infrastructure:digital government service system,urban emergency system,urban innovation system,multi-level planning,construction and transportation management and control system,data capitalisation,reasona
20、ble data flow,personal privacy data protection system,and bridging the digital divide.Evaluation guidances were set for each indicator according to the Ladder Scoring Rules.For example,wireless communication networks include“scaled commercialization 4G networks”(1 point),“scaled commercialization 5G
21、 networks”(2 points),“scaled commercialization satellite Internet”(3 points),and“scaled commercialization space-based quantum communications”(4 points).Encouraging reasonable data flow includes“publishing national or provincial regulation on encouraging reasonable data flow”(1 point),“publishing cit
22、y-level regulation on encouraging reasonable data flow”(2 points),and“publishing city-level or industrial regulation on encouraging reasonable data flow which aligning with high-level international rules such as GDPR,CPTPP and DEPA”(3 points).The scoring evidence was verified in several rounds by ex
23、perts in 21 languages,trying to ensure that different cities receive a fair assessment.The indicators were weighted by 32 experts or officials around the world.They come from the fields of public administration and government affairs,international relations and international finance,traditional infr
24、astructure,and digital infrastructure.In The 2023 Asia Smart City Ranking and 2023 The Group of Twenty(G20)Smart City Ranking,the weights were reused.The score2 and weight of each indicator were multiplied to obtain the final score,that is,Final Score=Indicator Score*Indicator Weights.Due to technol
25、ogical progress and administrative institutional changes,the indicator system and weights will be adjusted or fluctuated accordingly every year,so the score varies every year.02Methodology2 The data of most indicators are collected before June 2023,a few of which are a bit earlier.Because of the rap
26、id development of information technology,we didnt set the highest score(5 marks)for each indicator,which remains the space for technological and institutional progress in the future.4/5Based on the World Bank3 income-based evaluation standard,the non-low-income economies were used as evaluation obje
27、cts.We selected 144 cities,of which 44 from Chinese Mainland.Most cities selected were national capitals,including Kuala Lumpur,Islamabad,and Astana.Besides,Chiang Mai,Kolkata,Istanbul and Haifa were included by virtue of their cultural and geographical advantages.Chelyabinsk,Omsk,Yekaterinburg and
