12、HEpartnershipsthatplayedaroleinshapingtheChineserecruitmentlandscape.Thelong-standingcommitmentofUKuniversitiestoengageandinvestinChinesemarketisfacingcompoundedchallengesbyrecoveryofdomesticandglobaleconomiesandjobmarkets,geopolitics,andchangingimmigrationpolicies.Thegoodnewsforallhighereducationre
13、cruitersisthattheChinesemarkethasshownitsresiliencetothesechallenges.However,thefutureofinternationalstudentrecruitmentfromChinacanonlybedeliveredbyacoordinatedapproachbyuniversitiesandthewidersectorbodies,re-buildingoneofthestrongesteducationlinksforUKandChinesestudentsformanyyearstocome.Iampleased
14、thatthisreportexploresthefullstudentlifecycleandthecomplexecosystemofChineseapplicants,includingthemulti-layeredpushandpullfactors,anddiverseinfluencesthatshapeChinesestudentsdecisionstostudyintheUK.UnderstandingtheseinfluencesisvitalforuniversitiesasweshapeourChinastrategiesandmarketingtacticstocon

19、ector of International Recruitment,University of Central Lancashire EXECUTIVE SUMMARYChina is the biggest undergraduate(UG)international market for UK HE and the third biggest market overall more applicants apply through UCAS from China than from either Wales or Northern Ireland.There were 33,195 Ch
20、inese applicants to UK UG studies in 2023.ThenumberofUGChinesestudentsplacedthroughUCAShasmorethandoubled(+9,400)since2016thefastestgrowthrateofentrytotheUK,worldwide.Assuch,oneinfourinternationalacceptancesthroughUCASarecurrentlyfromChina.TheirneteconomicbenefittotheUKissignificantin2021,theBritish
21、CouncilcalculatedthatChinesestudents,asawhole,spent5.4bnoncostssuchastuitionfeesandlivingexpensesintheUK.UCASprojections,asdiscussedinourJourney to a Millionessaycollection,demonstratethatlong-termdemandfromChinawillcontinuetogrowby2030ChineseUGapplicantscouldexceed50,000,overtakingScotlandandmaking
22、itthesecondbiggestnationalmarketbehindEngland.However,somecommentatorsaresuggestingtheUKmaybeclosetopeak China.Post-COVIDeffectsonattainmentofChinesestudents,coupledwithuncertaintyregardingtheglobalanddomesticeconomy,andongoingconcernsforparentsandstudentsaroundpersonal safetyandaffordabilityarelike
23、lytohaveanimpactonfuturedemand.Forthefirsttimesince2013,UCASend of cycle datafor2023hasrecordedareductioninthenumberofUGapplicantsfromChina(-1%on2022),andforthefirsttimesince2015,areductioninthenumberofacceptances(-6%on2022).WhilstthereturntogrowthinChineseapplicantsisprojected,itwilldependonseveral
24、factors.TowhatextentwilltheChineseeconomyrecover?Forhowmanyyearswilltheimpactofthepandemicendureonthemindsetofparentsandapplicants?1Furtherinformationontheseaudiencescanbefoundinthetechnicalnotes.Withintensifyingcompetitionfrommatureandnewstudydestinationsinanincreasinglycompetitivepost-pandemicinte
25、rnationalstudentmarket,howwilltheUKfare?Andtowhatextentmaythewiderpublicnarrativeregardingmigrationcouldinfluencestudentmobility?Throughthisreport,inpartnershipwithPearson,weseektoprovidepost-pandemicinsightintoChinesestudentswhochoosetheUKastheirUGstudydestination.Todothis,wecombinedatafromthemoret
26、han33,000ChineseUGapplicantsmaking140,000applicationstoUKuniversitiesandcolleges,withsurveyinsightsfromalmost1,600UGChineseapplicantsandaround200existingUGChinesehighereducation(HE)students1.BycollaboratingwiththeBeijingOverseasStudyServiceAssociation(BOSSA),wearealsoabletosharepreviouslyunpublished
27、2022behaviouralinsightshighlightingearlyindicationsastotrendsinappetiteforUKstudyacrossChina.KEY FINDINGS INCLUDE:Nine in ten Chinese students would recommend the UK as a study destination.92%alsosharethattheirexpectationsofcoursequalityhavebeenexceededormet.Reputation is the number one factor that
28、makes the UK stand out as a study destination.ConsistentwithpreviousUCAS research,62%ofChinesestudentsselectUKHEforitsreputation.Rankingsarehighlyattractiveforstudentsseekingoverseasstudiestoobtainahukou1,withShanghaiissuing ittoChinesegraduatesfromtop100universitiesintheworld.Chinese students consi
29、der several study destinations in parallel.63%ofapplicantsappliedorplannedtoapplytoanothercountryalongsidetheUKandChina.TheseapplicationsweretotopstudydestinationsincludingtheUSA(40%),Canada(39%)andAustralia(27%).Seven in 10 Chinese students are more likely to stay in the UK because of the Graduate
30、visa route,whilst one in five do not know about it.Chinesestudentshold 11.3%ofissuedGraduateroutevisasasopposedtoIndian(41.4%)andNigerian(10.1%)students.Eight in ten Chinese acceptances are in high tariff providers.In2023,76%ofChineseacceptancesweretohightariffproviders.Whilsttherehasbeenanincreasei
31、nacceptancesacrossalltypesofprovidersbetween2014and2023,thegrowthinacceptancestomediumtariff(+92%)andlowertariffproviders(+20%)hasbeenmoremoderatecomparedtohighertariffproviders(+228%).More than 1/3 are heading to London:Threeregions(London,theNorthWest,andYorkshireandtheHumber)accountformorethanhal
32、fofChineseacceptances(57%).WhileChinesestudentsaremorelikelytooptforhightariffproviders,thedominanceofLondonisnotbeingdrivensolelybyprovidertype.Subject choice is evolving.BusinesshasconsistentlybeenthemostpopularHEsubjectchoiceforChinesestudentsinthepastdecade(43%ofacceptancesin2013to26%ofacceptanc
33、esin2023);however,creativeartsanddesignsubjectshavemorethandoubledinpopularity(4%ofacceptancesin2013to11%in2023).Applicants come from wealthy,urban areas.Sevenin10(68%)applicantscomefromthe10mostpopulousprovincesandthefourdirectlygovernedmunicipalitiesofChina.57%ofapplicantscomefromthetoptenwealthie
34、stregionsasmeasuredbyGDP.Incontrast,35%ofthepopulationofChinaliveintheseareas.Almost three in four Chinese students enrolled in a UK UG degree are also considering a postgraduate(PG)degree in the UK.FindingajobintheUK(43%)orinChina(34%)arealsopopularoptions.The UK is holding its own on the global st
35、age.2022searchdatashowsthattheUKspopularityasastudydestinationhasincreasedby148%year-on-year,andremainsconsistentlypopularinGuangdong,Jiangsu,andShandong.UCASisthesinglelargestchannelforinternationalstudentsenteringUKundergraduatestudy.Approximately95%ofundergraduateentrantsfromtheEU,and60%ofentrant
36、sfromoutsidetheEU,applythroughUCAS.Inthe2023cycle,weengagedwithover400,000individualsfromover200countriesandterritories;supportedaround150,000applicants(andtensofthousandsoftheirteachers,counsellorsandagents)tomakeapplications;andhelpedplaceover70,000internationalstudentsintoaUKuniversityorcollege.U
37、CASplaysakeyroleinhelpingmaintaintheUKscompetitiveadvantagethroughourindependent,impartial,andtrustedbrandandsharedadmissionservice.InlinewithUCAScommitmenttogrownation-levelintelligenceastothedifferentvalues,motivationsandinterestsheldwithinkeymarkets,thisresearchisthefirstinaseriesofplannedcountry

41、operateswithin,hasevolvedsince2019.ThisreportonexperiencesofChinesestudentsintheUKidentifiesopportunitiesfortheUKHEtoremaincompetitiveinadynamiclandscape,andwaystopromotefurtherdiversificationintheUKsinternationalstudentrecruitmentefforts.Inrecognitionofthefindingsofthisreport,alongwithUCASwiderinsi
42、ght,itisourviewthatafutureGovernmentsnextiterationoftheInternationalEducationStrategyshouldbebuiltaroundtrusted,highquality,andsustainablegrowth:fTrusted growth:thedemonstrationofexceptionallyhighlevelsofcompliancewithallvisaandimmigrationrequirements.fHigh-quality growth:theadmissionoftalentedinter
43、nationalstudentswiththepotentialtosucceedinUKHEandmeetskillsneedsbothwithintheUKeconomyandoverseas.fSustainable growth:ensuringthattheUKprovidershavesustainabilityinmarketsitsrecruitingfrom,spreadingandmitigatingtherisksfromrelianceonanarrowsetofrecruitingnations,inanarrowsetofsubjectareas.Aswellast
44、hecapacitytoconsistentlywelcomeandsupportinternationalstudentsandprovidethemwithaworld-classexperience.ForthenextiterationoftheIES,itiskeythatinternationalstudentshaveavisiblevoiceatalocalandnationallevel.Thiswillensurethattheneedsandmotivationsofinternationalstudentsarebetterunderstoodandpromotethe
45、irpositiveexperienceofUKHE.Furthermore,employabilityisakey motivatorforChinesestudents.AlmostthreeinfourChinesestudentsareconsideringfindingemploymentintheUKaftergraduation.TheInternationalStudentEmployabilityGroup(ISEG),chairedbyUKCISA,wasestablishedin2020andhasbeensupportedbytheIES.Assuch,thenexti
46、terationofIEScancontinuetoacknowledgeandsupportISEG,UCAS,andothersectorbodiestostrengthensupportandguidanceforinternationalstudentsonemployabilityinawaythatbenefitstheUKeconomy.AswasrecognisedbythepreviousIES updates,itisalsobecomingincreasingly importanttodemonstratethegraduateoutcomesinternational
47、studentscanexpecttoachievethroughinternationalHEstudyandthisshouldcontinuetobeprioritisedinthefutureaswell.Next Steps for the Migration Advisory Committee review of the Graduate Visa RouteDuringthecourseofproducingthisreport,theHomeSecretary,JamesCleverly,announcedaseriesofgovernmentmeasuresinrelati
48、onto broadermigrationlevels.ThesemeasuresincludedareviewbytheMigrationAdvisoryCommittee(MAC)ofthegraduatevisaroutetoensure thatitcontinuestoworkinthebestinterestsoftheUKandtosafeguardthesystemfrompotentialmisuse.Outsideofthereviewofthegraduate visaroute,therewillalsobeareviewoftheShortageOccupationL

52、eInternationalEducationStrategy.Inlinewithourinternationalstrategy,UCAScontinuestodevelopitsservicestoenhancetheexperienceofinternationalstudents,andthoseinvolvedintheirrecruitment,throughenablingamoreefficient,personalised,andstreamlinedadmissionsprocess.Thiswillallowuniversitiesandcollegestoeasily
53、identifyhighqualityUGChineseapplicationsinlinewiththeproposedrecruitmentpillarsofthenextiterationoftheInternationalEducationStrategy.Thisworkincludescollectingmoreaccurateandrelevantinformationaboutaninternationalapplicanteducationhistory,qualifications,andlocationtodeepenproviderunderstandingofthed
54、iversestudentsegmentswithinChina,andtosupportmoretargetedrecruitmentapproaches.UCASwillalsobedevelopingthecapabilityofdocumentupload,verificationtools,andfraudsupporttocreateamoretransparentandtrustedadmissionsandvisaprocess.AsthelargestgatewaytoUKundergraduatestudy,weintendtocontinuetransformingthe
55、journeyofinternationalstudentsthataresupportedbyUCAS.TosupportsmoothertransitiontoUKHE,UCASplanstodeepenitspersonalisationtechnologytodeveloptailoredandaccessibleadviceforChineseapplicantsanddeliveritthroughplatformstheynaturallyuse,suchasWeChat,anaccessiblemicrosite,andinamobile-firstformat.Wewilla
56、lsoworkwithadvisers,agents,parents,carers,andsectorbodiestoencourageinternationalstudentstodeclaredisabilities,includingmentalhealthconditions,atapplicationstage,withrecognitionthatperceptionandlanguagearoundthiscandifferacrosscountriesandcultures.Inordertosupporttransitionoflearningandinteractingin
57、anewlanguage,wewillalsoworkwithPearsontomakeEnglishlearningandtestpreparationmaterialsavailableforUGChinesestudents,throughacontentarrangementintheUCASInternational mobileapp.BACKGROUND Whenthepandemichitin2020andrestrictionsensued,commentatorsfearedtheimpactoninternationallymobilestudents.However,d
58、espitethepandemic,demandforinternationaleducationremainedstrong,andinterestinglobalinternationaleducation increasedbyover20%between2021andJanuary2023.DemandforinternationalHEisexpectedtocontinuetogrow furtherinthecomingyears.Globally,6.4millionstudentsundertooktheirtertiarystudiesabroadin2020,almost
59、 doubletheamountin2007.DemandforUKHEremainedstrongaswellintotal,155,000internationalstudentswereaccepted through UCASduringthepandemic,and88%ofinternationalapplicantsconsideredtheUKasapositive or very positiveplacetostudy.Throughout2021,despitestrictpandemic-controlmeasures,Chinaremainedthelargestso
60、urcemarketforinternationalstudentsworldwidewith1,061,511Chinesestudentsstudyingabroad2.Flexibilityinmodeofdelivery,timetableadaptationsandtemporary migration concessions ensuredthattheChinesemarketremainedvibrant.In2023,outboundmobilityfromChinahasbeengiventwonotableboosts.Firstly,inJanuary,theChine
61、segovernmentdowngraded COVID-19fromacategoryAtoacategoryBrisk,liftingtravelrestrictions.Secondly,theChinesegovernmentannouncedthatitwouldceasetorecogniseoverseasdegreesobtainedviaonlinelearning,encouragingstudentsbacktocampus.Together,thesefactorsarelikelytobolsterthesupplyofstudentsfromChinatravell
62、ingphysicallytotheUKtostudy.However,theUKscontinuedsuccessinattractingChinesestudentsisnotaforegoneconclusion.Duringthe2023applicationcycle,UCASreportedadeclineinapplicantsfromChina(-1%on2022equivalentdata).WithChineseuniversitiesclimbinguptheworldrankingsandslowingeconomicgrowthwithinChina,somecomm
63、entatorsaresuggestingtheUKmaybeclosetopeak China.ThisreportreflectsonthefullstudentlifecycleofChinesestudents,fromwhotheyare,andwhytheychoosetostudyintheUK,totheirexperiencesofUKHE,andplanspost-graduation.Assuch,thesefindingswillsupporttheUKHEsectorinidentifyingareasofopportunitiesandchallenges,tosu

68、eto23,225fromWalesand18,015fromNorthernIreland.Moreover,UKhighereducation(HE)hasreportedgrowthinnumbersofChineseapplicantsoverthelasttenyears,rising55%(+11.7k)inthelastfivecycles(2019-2023),and175%(+21.1k)overthelasttencycles(since2014).Incomparison,inthelastfiveyears,UKapplicantshaveincreasedby7%,w
69、hereas,volumesofnon-Chinainternationalapplicantshavebeenstatic.17,405UGapplicantsfromChinawereacceptedintoUKHEthroughUCASduring2023.AlthoughtherehasbeengrowthinacceptancenumbersfromChineseUGapplicants+40%overthelast5years,and+149%over10yearsthisgrowthhasbeenlowerinproportiontogrowthinapplicants,redu
70、cingtheacceptanceratesasaresult.However,theacceptancerateforChineseapplicants(52%in2023)ishigherthannon-Chineseinternationalapplicants(46%).Thismeansthatin2023,oneinfouracceptedinternationalapplicantswerefromChina.Forthe9%ofChineseapplicantswhoapplyfromUKschools3,acceptanceratesarehigherat71%.OfallC

179、internationalapplicantsdeclaringmental/orphysicalhealthconditionsoverthelastdecade,althoughthisremainsnotablylowerascomparedtotheUKapplicants(3.9%vs13.4%).Thiscouldbelinkedtothestigmaassociatedwithmentalhealthinsomecountries.TheCouncilofInternationalSchools(CIS)issettingoutatransitions care modelfor
180、schoolsanduniversities.TheirresearchreflectedonthelackofrecognitionofinternationalstudentsmentalhealthneedsandtheaffectsitcouldhaveifnotsupportedwhentransitioningtoHE.TheresultsfromthisstudydemonstratethatChinesestudentsrecognisetheimportanceofmentalhealthsupportintransitioningtoUKHE(72%),andmostcan
181、getmentalhealthsupportfromtheirproviderwhenneeded(69%).However,morecanbedone,especiallyforthe9%whofeelthattheyarenotabletoaccessmentalhealthsupportwheninneed.Studentswhodeclarementalhealthconditionsaremore likely tobeawareofandaccesssupport.UCASwillcontinuetoworkwithadvisers,agents,providers,andsect
